Context of the mission:
The medical rehabilitation center which is open in Baghdad since August 2017, aims at providing a comprehensive medical care to wounded patients including physiotherapy, antibiotic therapy, nursing care, pain management and psychological support.
The project, which consists in a 20 bed hospital and an OPD, is part of a regional platform of MSF operational response around surgery, rehabilitation and mental health for trauma-related patients. The BMRC does not run any surgical activities but it specifically focus on early rehabilitation as a mean to reduce long-term physical and psychological impairment for the patient after a traumatic event and surgery. It strongly relies on networking and collaboration with local partners both for the admission of patient and for the sustainable improvement of post-operative practices in the country.
To improve the post-operative practices in the country, the BMRC aims to become a reference training center in rehabilitation medicine for the Iraqi Ministry of Health (MoH). A two years plan is under development to shape the collaboration with the MoH through combination of: (a) Advocacy on “early post-operative comprehensive rehabilitation” to become a standard in 3 public hospitals and (b) Contribution in the development of “early post-operative comprehensive rehabilitation” capacities in some of Baghdad public hospitals.
In addition to its long term goals and despite the fact the security context in Baghdad is mostly followed by the country management team, the project is also involved in emergency preparedness and response within Baghdad with potential actions ranging from donations and training to the temporary modification of the project framework.
Main responsibilities:
The medical project coordinator main responsibility is to oversee, in close collaboration with the country management team, the clinical and operational management of the BMRC by:
- Leading the definition and the implementation of the project medico-operational strategy and proposing proper sizing and structuring.
- Developing and maintaining strong collaborative relationships with the key partners of the project including the Ministry of Health, the local network surgical practitioners and relevant medical facilities.
- Providing direct guidance and support to medical and non-medical teams, and ensure the appropriate implementation of tools, standards, protocols, data collection and analysis defined for medical activities within the project.
- Ensuring a proper planning, organization and monitoring of all resources and capabilities allocated to the project & performs other project duties as required.
Given the strong reliability on networking and collaboration with local partners to achieve the BMRC objectives for the next two years, the medical project coordinator will pursue the following responsibilities:
- Leading the definition and the implementation of all advocacy activities related to “early post-operative comprehensive rehabilitation”.
- Leading the definition and the implementation of all capacity development activities that contribute in developing “early post-operative comprehensive rehabilitation” in MSF partners’ facilities.
- Monitoring the impact of BMRC’s advocacy and capacity development on “early post-operative comprehensive rehabilitation” and proposing adjustments as necessary.
- Assure that all advocacy and capacity development activities in are in line with MSF policies and values.
Referents and supervision:
- Hierarchical referent: Head of mission
- Technical referent: Medical Coordinator.
- Direct supervision: medical activity manager, head nurse, physiotherapy activity manager, project admin focal point, project logistics focal point.
Essential criteria:
- Medical or paramedical background.
- Previous successful experience as a project medical referent or medical team leader in MSF or in similar organizations.
- Strong knowledge of surgical and/or rehabilitation programs.
- Demonstrated networking, communication and negotiation skills.
- Experience in capacity development in collaboration with MoH medical teams.
Recommended background:
- Experience in hospital management
- Demonstrated project management skills
- Good knowledge of the Health system in Iraq
- Medical advocacy experience
Language
- Fluency in English required
- Arabic an asset
